September 9, 2022 – Notice of Upcoming Start Up Activity

The Guernsey Power Station (“GPS”) has completed multiple phases of construction and
is transitioning to Phase 5, the final phase, of construction. This final phase of construction consists
of equipment installation, commissioning, and testing.

As part of the commissioning and testing process, the facility will conduct a series of
typical steam blows. The steam blows will create intermittent and temporary noise above the
existing ambient sound environment, producing a sound similar to a jet airplane passing overhead.

The steam blows may commence as early as the week of September 12, 2022 and will
occur intermittently throughout the rest of the month and into October. Initially, the steam blows
will be scheduled for the hours of 7:00 am to dusk. In the event that steam blows must occur at
other times, advance notice will be provided on the project website.
